TANATHI Water works Development Agency (TAWWDA) transformed from Tanathi Water Services Board (TAWSB) via Legal notice no.27 in the Kenya Gazette Supplement no.59 of 26th.April 2019 It is among the Eight Water Works Agencies serving various areas of jurisdiction in our Country. Tanathi Water Works Development Agency covers Kitui, Makueni, Kajiado and Machakos.

Chief Executive Officer

Job Purpose

  • To provide strategic leadership in the development and implementation of strategies, policies and programs to achieve the Agency’s mandate in the development, maintenance and management of water and sewerage infrastructure within Agency’s area of jurisdiction.

Job Specifications

Duties and responsibilities will entail: –

  • Providing guidance and overall management of the Agency to ensure achievement of strategic objectives;
  • Providing leadership in the development and implementation of strategic plans to achieve its mandate;
  • Overseeing implementation of policies and programs on water and sewerage projects designs;
  • Providing leadership and guidance on matters pertaining to design of water and sewerage projects;
  • Ensuring coordination of development and rolling out of operational framework and standards for all technical services of the Agency;
  • Overseeing quality management in technical services and support to reporting officers;
  • Ensuring coordination and implementation of national level policies and programs in areas of jurisdiction;
  • Ensuring link with counties on high level technical operations;
  • Ensuring good leadership and direction in developing Agency’s overall Resource Mobilization strategy and implementation frameworks focused on bilateral, Government of Kenya and private sector donors;
  • Advising the Board on Agency’s performance;
  • Establishing, directing and managing Agency’s managerial, financial and operational systems, procedures and controls to ensure that they are professional, workable and sustainable;
  • Nurturing the organization’s human resource and ensuring that appropriate management structures and policies are developed and implemented;
  • Promoting sound corporate governance and ethical standards;
  • Fostering a conducive corporate culture that promotes strong ethical practices, good governance, employee productivity and compliance with applicable legal and regulatory requirements;
  • Ensuring proactive public relations and enhancing corporate image;
  • Liaising between Agency and all key stakeholders namely, National Government development partners and County Governments;
  • Implementing the resolution of the Board of Directors and acts as the day-today secretariat of the affairs of the Board of Directors;
  • Approving the usage of Agency’s seal;
  • Overall in charge of administration, financial, human, informational resources and their efficient use in the Agency;
  • Leading and motivating employees and ensures continuous development of staff;
  • Overseeing all strategic level operations and business activities for delivery of desired results as per strategy and operational policy and procedures;
  • In charge of day-to-day business of the Agency in accordance with the laws of the Country;
  • Ensuring effective communication between the management, the Board and other key stakeholders;
  • Ensuring continuous improvements in the quality and value of services provided other key stakeholders;
  • Ensuring continuous improvements in the quality and value of services provided by the Agency;
  • Ensuring continuous achievement of the Agency’s financial and operational goals;
  • Overseeing and ensure implementation of corporate policies and procedures;
  • Ensuring assessment of organizational and performance gaps within the different programs/projects and provide corrective actions needed;
  • Supporting efficient implementation of the Monitoring and evaluation, strategic plan and Performance Contracting in accordance with the relevant policies and set guidelines; and
  • Overseeing development and coordination of the Agency’s procurement plan as aligned to the approved budget.

Person Specifications

For appointment to this Job Grade, an officer must have: –

  • Master’s Degree in any of the following disciplines: – Civil Engineering, Water Engineering, Structural Engineering, Strategic Management, Business Administration, Project Management, Operations Management or an equivalent qualification from a recognized institution;
  • Bachelor’s Degree in any of the following disciplines: – Civil Engineering, Water Engineering, Structural Engineering, Strategic Management, Business Administration, Project Management, Operations Management or an equivalent qualification from a recognized institution;
  • At least Fifteen (15) years’ work experience, Five (5) of which should be in senior management;
  • Member of a relevant professional body;
  • Leadership Course Lasting not less than four (4) weeks from a Recognized Institution;
  • Sound knowledge and application of, among others, Public Finance Management and Public Procurement Procedures in line with Public Finance Management Act 2012 and Public Procurement and Asset Disposal Act 2015 and its regulations respectively;
  • Knowledge of water management issues, reforms and mobilization of funds;
  • Knowledge and experience in policy formulation, management and procedures of the Government;
  • Good understanding of the mandate of TAWWDA and its role in realisation of the national development agenda;
  • Good interpersonal, negotiation and computer application skills; and
  • Meets the provisions of Chapter Six (6) of the Constitution.

  • Strong visionary leadership and negotiation skills with capacity to engage with local, regional and international organizations;
  • Conversant with GoK, donor funded projects and familiarity with water sector management;

Senior Environmentalist

Job Specifications

Duties and responsibilities will entail: –

  • Collating and analyzing environmental research findings;
  • Implementing of environmental and social strategies and action plans that ensure sustainable roads development;
  • Implementing relevant environmental laws and regulations;
  • Coordinating environmental impact studies of new projects;
  • Monitoring, assessing, evaluating the impact of development activities on the environment and advising on corrective measures where appropriate;
  • Collating, and analyzing environmental research findings;
  • Tracking progress on environmental and social performance systems;
  • Providing support to project development initiatives in the board and ensuring environmental and social development issues are addressed;
  • Supervising environmental studies consultants’ assignments;
  • Overseeing and supervising consultants’ assignments; and
  • Undertaking all activities involved in environmental protection as assigned.
  • Conducting environmental impact assessment and audits for all projects;
  • Liaising with relevant bodies such as county governments, Kenya forest service, NEMA, Kenya water towers and other environmental agencies during implementation of programs;

  • Producing reports on a range of issues related to environment activities, documenting processes, procedures and decisions, making recommendations as appropriate;
  • Preparing appropriate records related to environment are maintained in accordance with Agency policies and procedures;
  • Interpreting the national policies on conservation of the environment and adapt them to the Agency’s mandate;
  • Building capacity and resilience to climate change as necessary in the Agency’s area of jurisdiction/ Build capacity on climate change adaptation and resilience; and
  • Preparing reports on the progress of implementation of regional and international obligations with respect to conservation and sustainable utilization of natural resources.

Person Specifications

For appointment to this position, a candidate must have: –

  • At least Four (4) years’ work experience as an Environmentalist or in a relevant and comparable position;
  • Bachelor’s Degree in any of the following disciplines: – Environmental Studies, Physical or Biological Sciences, Natural Resources Management, or related field from a recognized institution;
  • Been Registered with NEMA as a Lead Expert;
  • Valid Annual Practicing License from NEMA;
  • A Supervisory Course lasting not less than two (2) weeks from a recognized institution;
  • Proficiency in computer applications;
  • Shown merit and ability as reflected in work performance and results; and
  • Meets the provisions of Chapter Six (6) of the Constitution.

Driver

Job Specifications

Duties and responsibilities will entail: –

  • Carrying out routine checks on vehicle’s cooling, oil, electrical and brake systems and tyre pressure;
  • Detecting and reporting vehicle defects on time;
  • Ensuring vehicle cleanliness;
  • Driving the vehicle as authorized;
  • Ensuring security and safety of the vehicle on and off the road, passengers and goods therein;
  • Maintaining daily work ticket; Ensuring routine service and maintenance of the vehicle;
  • Timely reporting of accidents and follow up of police abstract; and
  • Vehicle inspection and keeping up-to-date insurance documents.

Person Specifications

For appointment to this position a candidate must have: –

  • Kenya Certificate of Secondary Education (KCSE) minimum mean grade “D+”;
  • Valid driving license free from any current endorsements(s) for classes of the vehicles the driver is required to drive;
  • Certificate of Good Conduct (renewable after two (2) years’);
  • First Aid Certificate course lasting not less than one (1) week from St. Johns Ambulance or any other recognized institution;
  • An accident-free driving period of 3 years’;
