Objective: The main aim of the MEAL Officer is to support the effective implementation of all appraisals, monitoring, and evaluation work for ACTED at the field level in line with the organization’s global MEAL procedures, contributing to ensuring that ACTED’s projects and programs perform as planned.

Duties and responsibilities:

Monitor and report on field level MEAL activities:

  • Monitor and report on project MEAL work plans and activities.
  • Prepare and submit weekly MEAL progress reports.
  • Liaise with partner organizations for MEAL activities.
  • Coordinate MEAL related logistics and financial procedures.

Development of MEAL ToRs, data collection tools and methodologies:

  • Assist in the design of MEAL methodologies and data collection terms of reference (ToRs).
  • Plan and conduct field-level data collection missions.
  • Facilitate the collection of accurate data for project implementation and development.

Conduct and share quantitative and qualitative analysis:

  • Analyze quantitative and qualitative data.
  • Produce timely and high-quality MEAL reports.
  • Supervise data entry and conduct data checking/cleaning.

Management of internal and external relationships:

  • Supervise MEAL Assistants & Enumerators.
  • Provide training to staff outside of the MEAL unit.
  • Ensure compliance with ACTED rules and procedures.

Proactively ensure organizational learning:

  • Capture and record field-level learnings through updating the LEARN database.
  • Follow-up and support programme teams on the implementation of recommendations and learnings.

Ensuring proper and timely information management:

  • Ensure all MEAL documents are properly stored.
  • Manage and promote ACTED’s Complaints and Response Mechanism (CRM).

Protection mainstreaming:

  • Adhere to Prevention of Sexual Exploitation and Abuse policy and guidelines.

Potential Candidate Profile:

  • University degree in relevant field.
  • Minimum 3 years of relevant working experience.
  • Technical skills in MEAL processes and data analysis.
  • Proficiency with relevant software such as Kobo, ODK Collect, Microsoft Excel, SPSS, or others.
  • Knowledge of the location context and language preferred.
