Introduction:

The African Population and Health Research Center (APHRC) is a leading Africa-based, African-led, international research and policy institution headquartered in Nairobi, Kenya, with a regional office in Dakar, Senegal. We focus on driving change on the African continent by conducting policy-relevant research on critical issues in population health and well-being.

About the Project:

APHRC is seeking a qualified and experienced consultant or firm to undertake a comprehensive desk review and analysis of the health landscape and policies in the East African Community (EAC) member states in relation to pandemic preparedness and response (PPR). The project aims to support the EAC and its Member States in identifying key priorities for pandemic preparedness and long-term health system strengthening.

Scope of Assignment:

The consultant will conduct a desk review and analyze the health landscape and policies in the EAC member states, focusing on pandemic preparedness and response. The assignment includes identifying key gaps and challenges, reviewing existing policy frameworks, analyzing best practices, providing evidence-based recommendations, and identifying opportunities for regional collaboration.

Specific Objectives:

  1. Conduct a comprehensive desk review of health policy landscape in EAC Member States.
  2. Identify key gaps and challenges in pandemic preparedness efforts.
  3. Review existing policy frameworks to assess gender considerations.
  4. Analyze best practices and lessons learned from other regions.
  5. Provide evidence-based recommendations for strengthening pandemic preparedness.
  6. Identify opportunities for regional collaboration in pandemic preparedness efforts.
  7. Conduct stakeholder mapping and analysis.

Methodology:

The consultant is expected to deliver an in-depth, evidence-based analysis at the EAC level, providing practical recommendations.

Deliverables:

  1. Inception report and schedule of work.
  2. Comprehensive situational analysis report.
  3. Comprehensive policy analysis report with gender considerations.
  4. Stakeholder mapping and analysis report.

Requirements and Selection Criteria for Consultant:

  • Master’s degree in relevant field.
  • Advanced English language skills.
  • 10+ years of experience in policy, governance, health, or related fields.
  • Proven experience in situation and policy analysis.
  • Experience working with government authorities, civil society organizations, and academic institutions.
  • Experience working in the EAC region.

Consultancy Period:

Approximately 20 pro-rated working days, starting in March 2024 and ending on April 30, 2024.

Bid Requirements:
