Background:

The Arid and Semi-Arid Lands (ASAL) Humanitarian Network (AHN) is seeking to develop a comprehensive Pathways Framework and Theory of Change (ToC) to guide its strategic planning and advocacy work. This consultancy aims to enhance the effectiveness of humanitarian interventions in ASAL regions in Kenya.

Objective:

The main objective of this consultancy is to develop a Pathways framework and Theory of Change for the ASAL Humanitarian Network. This will provide a clear roadmap for achieving the network’s goals and outcomes.

Scope of Work:

The consultant will be responsible for:

  1. Reviewing existing literature and strategies.
  2. Facilitating consultations with key stakeholders.
  3. Developing a Theory of Change.
  4. Identifying key assumptions, risks, and external factors.
  5. Mapping potential pathways and strategies.
  6. Presenting draft versions for feedback.
  7. Finalizing the Theory of Change and pathways framework.

Deliverables:

  1. Inception report.
  2. Draft Theory of Change and pathways framework.
  3. Final Theory of Change and pathways framework, including a comprehensive report.

Duration and Timeline:

Expected to be completed within 30 days, starting from May 10, 2024.

Qualifications:

  • Expertise in developing Theories of Change and pathways frameworks.
  • Familiarity with humanitarian contexts, particularly in ASAL regions.
  • Strong facilitation and communication skills.
  • Excellent analytical and writing skills.
  • Previous experience with humanitarian networks or consortia is desirable.

Evaluation Criteria:

Proposals will be evaluated based on technical expertise and experience, methodology and work plan, budget realism, and quality of previous work samples.

Confidentiality:

All information provided to the consultant will be treated as confidential.

Tax and VAT Arrangements:

AHN will deduct withholding tax from consultancy fees in conformity with prevailing government rates.

Approval and Contracting:

The selected consultant will sign a contract before commencing work.
