Job’s Aim

Responsible for country legal representation, HR management, fundraising, program implementation, compliance, and financial management.

Specifications of the Job

  • Responsible for realizing Country Office targets; the Country Manager plans, manages program implementation, and oversees in-country finance and administration functions.
  • Ensures quality work, maintains professional relationships with donors, raises funds to grow the Country Office budget, and maintains good relationships with partners both private and public.

Results and Competences

Strategy Proposals

  • Monitors progress and interdependencies of different projects within a Cordaid program, proposes improvements in the chosen strategy, and implements the strategy.
  • Leads country strategy design and implementation.

Cooperation Benefits

  • Creates partnerships between governmental institutions, donors, partner organizations, and national/international NGOs.


  • Interacts with local/institutional donors to acquire funds and ensure future funding for the program(s) in the designated country/region.

Business/Action Plan

  • Translates agreed Country Office targets into a Business/Action Plan, securing the connection with the Cordaid strategy.

Programme Management

  • Tracks project developments, manages team activities, and makes necessary adjustments.

Financial Management

  • Tracks financial performance and ensures compliance with donor and internal Cordaid financial requirements.

National Compliance

  • Ensures compliance with national laws and regulations and manages relations with relevant government institutions.

Management Sublocations

  • Leads sublocations (if existing), decides on necessary guidance, and ensures proper communication with headquarters.

Security Management

  • Assesses security risks and ensures security of Cordaid team, consultants, and visitors.

Programme Reports

  • Collects information and reports results, specifics, and deviations following required standards.

Personnel Management

  • Leads and coaches the team, focuses on productivity, professional development, and employee satisfaction.


  • Showcases integrity standards as outlined in Cordaid’s policies and contributes to a safe environment.


  • Performs any other duties assigned by the Cluster Director.


Knowledge, Skills, and Experiences

  • University or master’s degree in relevant subject.
  • Extensive knowledge of management styles, donor-funded programs, program management, international cooperation, reporting standards, and languages.
  • Understanding of financial framework and compliance requirements of an international NGO.
  • At least 6 years of progressive experience in managing complex programs/projects/offices.
  • Social skills to bridge cultural differences.

  • Writing skills to formulate strategy and project proposals.
