The Kenya Safe and Inclusive Digital Space (KenSafeSpace) project, funded by the European Commission, aims to strengthen the voice, capacity, and influence of Kenyan human rights organizations to promote and safeguard democratic, safe, and inclusive digital spaces. Internews, along with co-applicants and local partners, will support Human Rights Civil Society Organizations (HR CSOs), media professionals, and individuals in identifying, monitoring, and responding to online disinformation, hate speech, cyberbullying, and other digital risks.

Digital Information Ecosystem Assessment


  • Map and analyze digital sources of information in Kenya.
  • Analyze trends in digital threats and risks, including harmful speech, unethical use of artificial intelligence, online gender-based violence, and other threats affecting citizens, including marginalized groups.
  • Measure and analyze people’s awareness, concerns, political attitudes, or service needs regarding digital threats.
  • Analyze relevant policies and regulations affecting or protecting digital rights.

Scope of Work:

Under the supervision of Internews’s Project Director, the consultant will:

  • Review Internews’ qualitative research methodology and relevant documents.
  • Conduct a desk review of existing literature and reports on Kenya’s digital information ecosystem.
  • Develop a research methodology tailored to the Kenyan context.
  • Lead desk research and field data collection activities.
  • Analyze collected data using appropriate methods.
  • Provide preliminary and final reports to Internews.

Qualifications and Experience:

  • Master’s degree or equivalent in Monitoring and Evaluation, sociology, journalism and communication, or related fields.
  • Minimum of ten years of experience conducting research/evaluations, particularly in civil society and peace-building programs.
  • Strong knowledge of communication, journalism, and community engagement.
  • Extensive expertise in digital threats and disinformation.
  • Knowledge of Kenya’s political context is advantageous.
  • Excellent intercultural communication skills and ability to build cross-cultural relationships.
  • Strong analytical skills and experience in qualitative data collection and analysis.
  • Fluency in English and local languages.
