Background

Islamic Relief Kenya (IRK) has been providing humanitarian and development assistance to vulnerable communities in Kenya since 1993. The Development through Livelihoods, Empowerment and Resilience Support (DELIVERS) Project aims to empower vulnerable communities in Kilifi and Mandera counties through integrated interventions in education, WASH, and Economic Empowerment.

Project Summary

The DELIVERS Project is a 24-month initiative focused on enhancing access to inclusive and accessible education, improved alternative Economic Empowerment, and increased availability of water for household use and food production. The project will be anchored on three sustainable development goals covering WASH, Education, and Zero Hunger.

Purpose and Scope of the Endline Evaluation

The baseline evaluation aims to establish the current status, challenges, and opportunities within the target project areas in Kilifi and Mandera Counties. It will provide insights into access to clean drinking water, food security, household income, learning environment, learning outcomes, and drivers of interclan conflicts. The evaluation will guide target readjustment, planning, and implementation processes.

Expected Outputs Deliverables

  • Inception report
  • Cleaned dataset
  • FGD score sheets/reports/recordings and key informant interview forms/reports
  • Related codebooks and data analysis files
  • PowerPoint presentation on activity findings
  • Updated results framework with baseline data
  • Preliminary and final study reports
  • Reporting and dissemination plan of the Baseline study Report

Roles and Responsibilities

  • Lead Consultant: Plan, coordinate, review data, analyze, and prepare a high-quality report.
  • IRK: Recruit consultant, provide input, guide engagement, provide oversight, and ensure smooth process.

Duration of the Assignment and Logistics

The consultancy will last for 35 days, with detailed timelines for various activities as outlined in the TOR.

Consultants Qualifications, Skills, and Experience

  • Master’s degree in social sciences or relevant field
  • At least 6 years’ experience in development projects evaluations
  • Proven skills in research, monitoring, and evaluation
  • Excellent analytical and report writing skills
  • Ability to work well independently and in a team

The evaluation will adhere to IRW Safeguarding policy, ensuring confidentiality, voluntariness, anonymity, and respect for local culture and norms.
