Makueni County Public Service Board is established under Section 57 of the County Governments Act 2012. The Board was inaugurated on the 5th of August, 2013 as a body corporate with perpetual succession and seal capable of suing and being sued in its corporate name.

Environment and Natural Resource Officer

For direct appointment to this grade, a candidate must have:-

  • Bachelors Degree in any of the following disciplines: – Environmental Science, En-vironmental Conservation and Natural Resource Management, Environmental Con-servation, Environmental Education, Environmental Health, Environmental Horti-culture and Landscaping, Environmental Law, Environmental Management and Conservation, Environmental Resource Conservation, Environmental Studies and Community Development, Environmental Studies and Community Resource Con-servation, Fisheries, Forestry, Geo-spatial Information and Remote Sensing, Agricul-ture, Aquatic Science, Bio-Resource Conservation and Management, Botany, Chem-istry, Climate Change and Development,  Coastal and Marine Resource Manage-ment, Conservation Biology, Disaster Mitigation and Sustainable Development, Dry land Agriculture and Enterprise Development, Earth Science with Information Technology, Ecology, Environmental and Bio-system Engineering, Environmental Chemistry, Geography, Geo-information Sciences, Horticulture, Land Resource Planning and Management, Management of Agro-Ecosystem and Environment, Ma-rine Resource Management, Meteorology, Natural Resource Management, Range Management, Waste Management, Water Resources and Environment, Wildlife Management or Zoology from a recognized institution; and
  • Certificate in Computer Applications from a recognized institution.

Duties and responsibilities

This is the entry and training grade for this cadre. An officer at this level will work under  the guidance of a senior officer.

Duties and responsibilities will entail:-

  • Collecting and collating data and information related to environment and natural re-source;
  • Participating in awareness creation and advocacy; and
  • Writing periodic reports.

Managing Director

For appointment to this grade an officer must have: –

  • A Bachelor’s Degree from a recognized institution.
  • A Master’s Degree from a recognized institution
  • At least fifteen (15) years working experience with a minimum of seven (7) years in senior management
  • Certificate in Strategic Leadership Development Programme (SLDP) lasting not less than six (6) weeks will be an added advantage;
  • Must be a member of a relevant professional body;
  • Experience with result-based project cycle management including monitoring and evaluation methodologies and project budget management;
  • Experience in participatory and community-based development or natural resource management approaches;
  • Have demonstrated professional administrative capabilities and initiative in the general organization and management of programs in public/private organization;
  • Demonstrate experience and capacity in resource mobilization;
  • Have a good understanding of the Public Service Financial, Accounting, Administration and Human Resource Management operations; and
  • Certificate in Computer Applications from a recognized institution.

Duties and Responsibilities:

  • Conserving and providing periodic assessment of sites designated for purposes of protecting natural resources and environment;
  • Mitigating risks associated with unregulated sand utilization which includes environmental degradation.
  • Educating the public on the process and importance of protecting the environment and proper utilization of natural resources;
  • Catering for the rights of all the parties involved in the process of sand conservation and utilization and ensure the community benefits from the resource;
  • Co-coordinating the various sand management activities undertaken by agencies and promoting the integration of sand related environmental consideration into development policies, plans, programmes and projects with a view to ensuring the conservation and rational utilization of the resource on a sustainable yield basis for the improvement of the quality of human life in the County;
  • Establishing and maintaining effective working relationship with key stakeholders and partners, including building their capacities to bolster sand and environment conservation activities;
  • Licensing and registering all persons wishing to engage in any sand utilization activities and maintaining such registers as may be necessary;
  • Mobilizing and monitoring the use of finance and human resources for sand conservation and utilization; and
  • Providing technical assistance to community groups as and when necessary to ensure effective management of sand utilization and conservation of sites.
  • Establishing systems for effective collaboration with government security agencies, communities and other stakeholders for effective enforcement of Makueni County Sand Conservation and Utilization Act, 2015; and
  • Performing any other lawful duty as may be assigned by the Board of Directors from time to time.

Chief Executive Officer

Requirements for Appointment

  • Be a Kenyan citizen;
  • Bachelor’s degree in Economics, Commerce, Business, Finance, Marketing, Agricultural sciences, Engineering or a relevant discipline from a recognized Institution;
  • Masters degree in Business Administration, Strategic Management, Project Planning and Management or its equivalent from a recognized institution;
  • Have certificate in Strategic Leadership Development Programme lasting not less than (6) six weeks from a recognized institution will be an added advantage;
  • A minimum of ten 10 years working experience;
  • Over five (5) years’ experience in the relevant field;
  • Experience in food, beverage or juice processing will be an added advantage
  • Strong planning and time management skills with the ability to prioritize tasks and meet strict deadlines;
  • Strong verbal and written communication skills, including excellent presentation skills with the ability to engage audiences locally, regionally and globally;
  • Valid membership to a relevant professional body will be an added advantage;
  • Computer literate;
  • Strong interpersonal and communication skills;
  • Attention to details and a team player;
  • Sound data collection, analysis and report writing skills;
  • Satisfy the requirements of chapter six of the constitution of Kenya 2010.

Duties and responsibilities

Reporting to MCFDMA Board, the main duties and responsibilities of the CEO will be to;

  • Serving as the secretary to the Board;
  • Providing leadership and direction to Makueni Fruit Processing Plant Ltd in all areas of responsibility including planning, administration, production, processing, packaging, quality assurance, maintenance, warehousing, shipping, purchasing, safety and environment protection;
  • Representing of Makueni County Fruit Development and Marketing Authority (MCFDMA) in all public participation forums, consultations and meetings with stakeholders, development partners and attend to any matter of the Government of Makueni County, the Authority is called to undertake;
  • Executing of the responsibilities and powers of the CEO as stipulated in the MCFDMA Act and as may be necessary to achieve the authority’s objectives which include the development of a sustainable fruit value chain in the county as well as the management of the Makueni Fruit Processing Plant;
  • Coordinating and preparing business related proposals, reports and other submissions for consideration by the Board;
  • Linkage between the Board and Management;
  • Acting as the principal spokesperson of the Authority in consultation with the Board;
  • Developing and implementing of strategic initiatives in furtherance of Authority vision and mission;
  • Developing and carrying out long term strategy, business plans, and annual operating plans and budgets as well as establishing internal monitoring, controls and procedures;
  • Ensuring continuous improvement in the quality and value of services and products provided by the authority;
  • Ensuring continuous achievements of the authorities financial and operating goals and objectives;
  • Overseeing and ensuring implementation of corporate policies and programs;
  • Conducting any other responsibilities and mandates as specified in the Makueni County Fruits Development and Marketing Act (and amendment) (2017); and
  • Performing any other relevant duties as may be assigned by the Board and any other lawful Authority from time to time.
