Program / Department

Mercy Corps seeks a Senior Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer for the Mobility and Movement- Cross border Resilience in Moyale program (MM-CBRM). This program aims to enhance conflict prevention and mitigation, disaster risk reduction and management, and resilience building in cross-border communities in selected areas of the Horn of Africa.

The Position

The Senior MEAL Officer plays a crucial role in ensuring program quality assurance, accountability, documentation, and learning for the MM-CBRM program. They will support the planning and execution of monitoring and evaluation activities, provide internal capacity building for program staff, and contribute to the development of necessary tools to meet Mercy Corps and donor reporting requirements.

Essential Responsibilities

Strategy Input and Oversight

  • Support development and implementation of monitoring and evaluation tools.
  • Contribute to intervention designs, sector strategies, and M&E frameworks.
  • Lead the design, testing, and rollout of all MEL system components for the MM-CBRM program.

Result Based Monitoring & Evaluation

  • Validate and verify core indicators.
  • Review, analyze, and validate incoming results data.
  • Conduct site visits and qualitative research.
  • Coordinate reporting with consortium partners.

Learning

  • Document and share learnings from program implementation.
  • Maintain an up-to-date database reflecting progress and program indicators.
  • Facilitate reflection and analysis for adaptive management.

Capacity Building

  • Build the capacity of grantees and team members in M&E.
  • Support timely production of donor reports.
  • Facilitate learning and research agenda.

Program Advisory

  • Provide advisory support to the program team.
  • Establish and maintain strong working relationships with partners and government departments.
  • Support the adoption of relevant technologies for improving MEL functions.

Other

  • Conduct duties professionally and represent Mercy Corps positively.
  • Supervise enumerators as required.

Accountability

Reports Directly To: Country MEL focal
Works Directly With: Project Coordinator, Program Officer, PaQ team, Director of Programs

Minimum Qualification & Transferable Skills

  • Bachelor’s degree in social science, Statistics, Business administration, or relevant field.
  • At least 4 years of program monitoring and evaluation experience.
  • Proficiency in monitoring and evaluation concepts and tools.
  • Strong analytical and writing skills.
  • Fluency in English.
  • Familiarity with data management software (e.g., MS Access, SPSS, STATA).

The successful candidate will have the ability to work effectively in complex environments, excellent communication skills, and the capacity for multi-tasking. They must demonstrate humility and cultural sensitivity in their interactions.

Living Conditions / Environmental Conditions

The position is based in Marsabit and requires frequent travel to remote areas where amenities are limited.
