Introduction

Malteser International (MI) in partnership with the Pastoralist Community Initiative and Development Assistance (PACIDA) is currently implementing a resilience project titled: “Using a One Health approach to strengthen the resilience of the semi-nomadic population in the border region of Kenya and Ethiopia.” The project aims to address challenges faced by communities in arid and semi-arid zones affected by climate change through a holistic One Health approach.

Purpose of the Consultancy

The objective of the consultancy is to conduct a mid-term evaluation of the ongoing project to inform future implementation and planning. The evaluation will assess the progress of project implementation against standard OECD-DAC evaluation criteria and identify lessons learned and gaps for future considerations and interventions.

Specific Objectives of the Consultancy

  • Assess progress of the One Health Project implementation in terms of relevance, coherence, effectiveness, efficiency, impact, and sustainability.
  • Evaluate progress towards achievement of project objectives and contribution towards future phases.
  • Assess sufficiency of interventions to reach desired outcomes and identify opportunities for integration into existing county programming.
  • Provide recommendations for improving implementation and scaling up project interventions.

Time Frame and Deliverables

The consultancy will be completed by April 30, 2024, and will include the following deliverables:

  1. Detailed work-plan outlining key steps and timelines.
  2. Desk review of existing coordination mechanisms within the One Health framework.
  3. Draft report with findings and recommendations.
  4. Facilitation of a stakeholder consultation workshop.
  5. Final survey report incorporating feedback from the workshop.

Desired Qualifications and Abilities

  • Master’s degree in public health, livestock health, or social sciences.
  • Experience in livelihoods, One Health programming, food security/agriculture, and environment sectors.
  • Familiarity with political, humanitarian, and development context in Kenya and Ethiopia.
  • Previous experience in ASAL regions of Kenya and/or Ethiopia.
  • Strong analytical skills and experience in data collection and analysis.
  • Conflict-sensitive approach and ability to work in sensitive environments.
