Background of the Organization

Fondazione L’Albero della Vita – The Tree of Life Kenya is a Charitable Trust registered in Kenya, dedicated to ensuring the well-being, protection, and rights promotion of children and their families. It envisions a world without poverty where children can enjoy their rights and grow up in a safe environment.

General Objective of the RISE Project

The RISE project aims to ensure equitable access and equal opportunities for development, education, and socio-occupational inclusion to vulnerable children and youth, including those in conflict with the law in Kenya.

Specific Objectives of the RISE Project

  • Establish and strengthen inclusive educational services for vulnerable children and youth.
  • Provide personal and professional development skills and life skills services.
  • Focus on government institutions, educating communities, and private sector involvement in education and care reforms.

Summary of the Project

The 3-year project, initiated in September 2022, targets children in conflict and contact with the law in 25 statutory institutions and 4 public primary schools.

Objectives of the Evaluation

  • Assess progress in implementing the RISE project.
  • Evaluate progress towards achieving project objectives and yearly benchmarks.
  • Identify challenges and opportunities for achieving objectives.
  • Provide recommendations for further implementation and planning.

Scope of Work

  • Conduct midterm external evaluation using qualitative assessment methods.
  • Evaluate progress based on OECD DAC evaluation criteria.
  • Use a Result Based Approach to assess project objectives.
  • Provide a provisional final report within 15 days post-evaluation.
  • Submit a final report within 15 days after incorporating feedback.
  • Develop a summary report presenting main conclusions and recommendations.

Required Expertise, Skills, and Qualifications

  • Internationally recognized degree in relevant field.
  • Experience in project evaluations, particularly in education and health sectors.
  • Familiarity with SDGs and Agenda 2030 targets.
  • Proficiency in qualitative methodology and OECD DAC evaluation criteria.
  • Excellent written and verbal communication skills in English.
  • Knowledge of participatory evaluation techniques and project cycle management.
  • Previous experience in Kenya and the development cooperation sector.
  • At least 2 evaluations similar to the proposed project.

Reporting Line

The Consultant will report directly to the Program Coordinator. Relevant background information will be provided by The Tree of Life as needed during the evaluation.
