Job Description

The Monitoring and Evaluation Officer at IOM Somalia in Nairobi, Kenya, will play a crucial role in supporting all aspects of projects/programs/strategy monitoring and evaluation. This role involves collaborating closely with various stakeholders to ensure the effective implementation of monitoring and evaluation systems to strengthen data collection, analysis, reporting, and learning processes.

Core Functions / Responsibilities

  • Develop and maintain the overall project/program/strategy Monitoring and Evaluation framework in coordination with relevant stakeholders.
  • Prepare and conduct various types of evaluations and assessments, ensuring compliance with donor/UN/HQ requirements.
  • Supervise Monitoring and Evaluation support activities and ensure comprehensive coverage of M&E activities throughout project implementation.
  • Collaborate with internal and external partners on quantitative and qualitative monitoring aspects to provide relevant information for performance management and evaluations.
  • Draft monitoring reports and coordinate with stakeholders for dissemination and utilization of findings.
  • Facilitate regular sharing of M&E findings with stakeholders and contribute to organizational learning and improvement.
  • Coordinate the selection and monitoring of Implementing Partners for surveys and studies related to project/program/strategy monitoring and evaluation.
  • Review existing social and economic data relevant to the project/program/strategy area and ensure its quality and availability.
  • Participate in external meetings and activities to facilitate access to M&E data for stakeholders.
  • Contribute to the development of projects/programs within the CO’s Strategy, Consolidated Appeal, Plans, and/or Annual Report.
  • Promote Accountability to Affected Populations (AAP) approaches and support the “do no harm” principle in project implementation.

Required Qualifications and Experience

  • Master’s degree in International Relations, Social Sciences, Business/Public Administration, Law, or a related field with two years of relevant experience, or a Bachelor’s degree with four years of relevant experience.
  • Experience in project/strategy development, monitoring, reporting, and evaluation.
  • Experience in capacity-building activities and stakeholder engagement.
  • Strong writing, research, communication, and analytical skills.
  • Knowledge of monitoring and evaluation techniques, including evaluative methodologies and results monitoring plans.
  • Familiarity with UN cooperation frameworks and bilateral donor programming requirements.
  • Fluency in English required; working knowledge of Somali is an advantage.
