Organizational Setting and Reporting
The Air Navigation Bureau (ANB) at ICAO provides technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB offers specialized aviation expertise to member States, the industry, and all elements of the Organization. The Bureau’s activities are organized under three main areas: Air Navigation Capacity and Efficiency (AN), Aviation Safety (SAF), and Monitoring and Oversight (MO).
The SAF and AN areas are responsible for the development and implementation of the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), and for publishing annual reports on safety and air navigation. These areas also prepare technical studies and draft proposals for Standards and Recommended Practices (SARPs) and Procedures for Air Navigation Services (PANS), along with related guidance material.
Within the Bureau, the Implementation Support Planning and Coordination Section (ISPC) reports to the Deputy Director for Monitoring, Analysis and Coordination (MAC). ISPC manages and coordinates implementation support activities across the Bureau, working closely with other Sections, Bureaus, and ICAO Regional Offices. It supports regional offices in the development of capacity-building projects and activities, manages voluntary contributions for these efforts, and provides support to donors.
