The Independent Medical Legal Unit (IMLU) is a governance, health, and human rights non-governmental organization dedicated to creating a society free from torture and related violations. With over three decades of experience, IMLU has supported thousands of victims through various programs and services.


IMLU recognizes the importance of efficient procurement management for its operations. This training aims to enhance staff performance and efficiency by improving their knowledge and skills in procurement management within the context of supply chain management.

Scope of Work:

  • Conduct procurement management training for 19 staff members, focusing on strategic procurement, planning, tendering process, contract management, cost management, e-procurement, risk management, and ethics & conflicts in procurement.
  • Conduct pre and post-training assessments to gauge understanding and provide recommendations.
  • Develop annual procurement plans, ensure compliance with relevant government policies and regulations, and emphasize key procurement tenets.
  • Cover areas such as supplier pre-qualification, contract management, web-based procurement systems, asset disposal, and best practices.

Intended Outcome:

  • Strengthen staff capacity in procurement matters, particularly in meeting donor requirements.
  • Enhance knowledge of government policies and regulations related to procurement.
  • Ensure adherence to procurement methods, strategies, and contract administration in line with donor requirements and organizational policies.


  • Bachelor’s or Master’s Degree in Procurement, Logistics, Business Administration, or Finance.
  • Membership of a professional body such as KISM, CIPS.
  • Demonstrated experience in donor-funded procurement and contract procedures.
  • Understanding of public procurement legislation, regulations, and procedures.

  2. Description of the scope of work, methodology, and tentative work plan.
  3. Curriculum vitae (CV) highlighting relevant qualifications and experience.

  5. Itemized financial proposal.
