The U.S. Agency for International Development (USAID) is seeking a qualified individual for the position of Regional Humanitarian Advisor (RHA) in Nairobi, Kenya. This role entails providing expert guidance and support in humanitarian and resilience efforts within the region of responsibility. As a key member of the team, you will contribute to strategic planning, portfolio management, representation, and leadership in humanitarian response and disaster risk reduction (DRR) initiatives.


Contextual Specialty:

  • Serve as an expert on humanitarian and resilience issues within the region.
  • Provide guidance on political, organizational, and stakeholder interests.
  • Identify opportunities for cooperation between humanitarian and development portfolios.
  • Contribute to strategic and analytical reporting on emergencies and preparedness.

Portfolio Management:

  • Develop and implement programmatic strategies for disaster responses and DRR efforts.
  • Support growth opportunities in innovation and private sector engagement.
  • Review grant applications and identify opportunities for multi-year programs.
  • Lead assessments to identify humanitarian needs and DRR opportunities.


  • Foster relationships with host governments, donor governments, and NGOs.
  • Represent USAID in designing and implementing humanitarian strategies.
  • Advise regional officials on disaster response and risk reduction efforts.
  • Collaborate with local and regional institutions for program incorporation.


  • Contribute to the strategic direction and prioritization of regional programs.
  • Participate in office-wide policy initiatives and mentor program staff.
  • Lead diverse teams on short-term staffing needs when required.

General Duties:

  • Qualify, train for, and serve on disaster/humanitarian responses.
  • Support hiring efforts and serve on PSC hiring committees.
  • Obtain and maintain necessary certifications for contract oversight.

Minimum Qualifications:

Education/Experience Required:

  • Bachelor’s degree with at least six (6) years of relevant experience.
  • International experience in humanitarian assistance, emergency management, or related fields.
  • Proficiency in program management, design, and facilitation.

Selection Factors:

  • U.S. Citizenship required.
  • Ability to obtain and maintain a Secret clearance.
  • Satisfactory verification of academic credentials.
