Task Description

Sense International seeks a consultant to conduct a scoping exercise in Kenya to identify accessible news, assistive technology, and resources for people with deafblindness and their supporters. The consultant will provide recommendations on evolving the Global Resource Hub on Deafblindness into a comprehensive portal for the deafblind community.

Introduction

Sense International is a disability specialist charity partnering with local organizations worldwide. With over 20 years of experience, Sense International supports people with deafblindness to transition from isolation to inclusion.

The Wider Project

Sense International is implementing the “All together in education: breaking barriers for children with deafblindness (Phase II)” project from August 2023-July 2026. This project aims to strengthen national education systems across eight countries, utilizing a Global Resource Hub as a key tool.

Global Resource Hub

The Global Resource Hub aims to provide accessible information and resources for people with deafblindness. Phase I focused on creating the site, while Phase II involves expanding content and functionality. Phase III will assess the hub’s impact and further develop its reach and functionality.

The Assignment

The consultant will undertake a scoping exercise in Kenya to identify available resources, technology, and gaps for the Global Resource Hub. The goal is to enhance the hub’s accessibility and usability for people with deafblindness and their supporters.

Objectives of Scoping

  • Identify key gaps in information for the Global Resource Hub
  • Identify available resources and technology at the national and global levels
  • Provide recommendations for the hub’s direction in the short, medium, and long term

Target Audience of the Global Hub

  1. People with deafblindness/MSI
  2. People supporting people with deafblindness/MSI (families, teachers, health professionals, NGOs, government officials, etc.)

Proposed Methodology

  • Briefing with Sense International representatives
  • Desk-based scoping without travel
  • Consideration of key end-users during research
  • Report writing with feedback and revisions

Financial Arrangements

  • Payment of consultant’s fees after delivery of the final report

Expertise and Expectations of the Evaluator

  • Knowledge of disability and accessibility requirements, preferably with deafblindness/MSI experience
  • Strong research, analysis, and report writing skills
  • Fluency in English and one of the languages of Sense International countries of operation
  • Experience in inclusive education and technology projects
