Job Summary

As the Senior Technical Advisor (STA), you will collaborate closely with program leadership, operations, and finance teams to ensure the success of the WiDEF portfolio of funded projects. Your responsibilities include providing expertise, technical assistance, and support to achieve program objectives. Additionally, you’ll work on research, thought leadership, and MEL activities related to digital inclusion.

Responsibilities

Identify and Support Digitalization Priorities across WiDEF Programming

  • Collaborate with WiDEF team and consortium members to identify and prioritize digitalization opportunities.
  • Recommend digital solutions and tools to advance innovation goals and gender justice (GJ) programming.
  • Integrate digital technologies into existing programming to expand impact, especially in areas like social norms and gender-based violence.

Provide Technical Support across WiDEF Programs

  • Offer guidance and technical support to CARE’s GJ team in digital inclusion and effective gender equity programming.
  • Expand content and connectivity reach to extend impact and scale of GJ programs.
  • Ensure CARE’s gender transformative principles are integrated into digital programs.

Support Resource Mobilization Efforts to Advance Digital Innovations in WiDEF

  • Assist in proposal development incorporating digital development strategies.
  • Support WiDEF-involved Country Offices (COs) to position for new funding opportunities in digital development.

Provide Technical Support and Thought Leadership to COs in the Area of Technology and Gender

  • Train CO staff on measuring the gender and tech gap and implementing effective practices.
  • Mentor CO staff to strengthen their knowledge and capacity in addressing the gender digital divide.
  • Create a learning platform for sharing best practices and innovations at the CO and regional level.

Qualifications

  • Bachelor’s degree in relevant discipline (e.g., gender studies, social sciences, international development).
  • 5-8 years of experience in digital inclusion programs, particularly addressing the gender digital divide.
  • Experience working with USAID, foundations, and/or technology funders.
  • Strong cross-cultural communication and relationship skills.
  • Exceptional attention to detail, process development, and management.
  • Flexible, creative, and solution-oriented approach.
  • Fluent in English with excellent written communication skills.
  • Sensitive to cultural differences and able to work effectively across different contexts.
