1. Background

1.1 About the Project Implementing Partners

1.1.1 ChildFund International

ChildFund is a member of the ChildFund Alliance, working across Asia, Africa, and the Americas to empower children through development programs. In Kenya, ChildFund collaborates with 13 Implementing Partners, focusing on various thematic areas, including Child Protection.

1.1.2 LifeSkills Promoters

LifeSkills Promoters (LISP) promotes holistic development through life skills training for children and youth aged 10-35 years.

1.1.3 Childline Kenya

Childline Kenya addresses child protection concerns through its flagship program, the National Child Helpline 116 Service, offering counseling and referrals to child protection services.

1.2 The Safe Community Linkages for Internet Child Safety (Safe CLICS) Project

Implemented in Nairobi, Mombasa, Kiambu, and Kilifi Counties, the Safe CLICS Project aims to make the internet safe for children, focusing on prevention, early intervention, and family engagement.

1.3 Purpose And Objectives of the Assignment

1.3.1 General Objective

To advocate for increased budgetary allocation towards prevention and response to Child Online Protection in Kenya.

1.3.2 Specific Objectives

  • Analyze national budget allocation to child protection agencies.
  • Identify budget gaps and provide recommendations for increased funding.
  • Develop a policy brief to inform advocacy efforts.

2. Scope of Work

The budget analysis will focus on national government budget allocations for child protection agencies over the past five fiscal years.

3. Methodology and Approach

The consultant will review budget documentation, identify funding sources, assess agency needs, analyze budget gaps, conduct stakeholder consultations, and propose recommendations.

4. Deliverables

  • Inception Report
  • Draft Report of budget analysis findings
  • Final Report with recommendations
  • Presentation of findings to stakeholders

5. Qualifications and Skills

  • Proven experience in budget analysis and financial assessments
  • Strong analytical skills
  • Familiarity with child protection issues
  • Excellent communication and presentation skills
  • Relevant academic qualifications

6. Payment Terms

Payment will be made within 30 days of receipt of a proper invoice, subject to a 5% withholding tax.
